A BILL TO BE ENTITLED
 
AN ACT
  relating to a study regarding the placement of rumble strips on
  highway shoulders.
         BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
         SECTION 1.  For purposes of this Act:
               (1)  "Department" means the Texas Department of
  Transportation.
               (2)  "Highway" means a road, highway, farm-to-market
  road, or street under the supervision of the state or a political
  subdivision of the state.
               (3)  "Rumble strips" means any rough-textured or
  slightly raised or depressed road surface intended to alert motor
  vehicle operators through noise and vibration.
         SECTION 2.  (a)  The department shall conduct a study that
  identifies and assesses the optimal placement of rumble strips
  along highway shoulders to permit use of the shoulders by farm
  equipment in a manner that:
               (1)  does not impede the movement of traffic on the
  highway; and
               (2)  maintains the functionality of the rumble strip
  as a safety feature for motor vehicle operators.
         (b)  The department may collaborate with another state
  agency or a research division of an institution of higher education
  in this state to conduct the study.
         (c)  Not later than December 1, 2025, the department shall
  prepare and submit to the legislature a written report containing
  the results of the study and any recommendations for legislative or
  other action.
         SECTION 3.  This Act expires January 1, 2027.
         SECTION 4.  This Act takes effect September 1, 2023.
