A BILL TO BE ENTITLED
 
AN ACT
  relating to school district tax rates, property values, and tax
  collections used by the commissioner of education in allocating
  Foundation School Program funding.
         BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
         SECTION 1.  The second paragraph of Rider 3, page III-5, S.B.
  1, Acts of the 85th Legislature, Regular Session, 2017 (the General
  Appropriations Act), to the bill pattern of the appropriations to
  the Texas Education Agency is amended to read as follows:
         Formula Funding: The Commissioner shall make allocations to
  local school districts under Chapters 41, 42 and 46 based on the
  March 2017 estimates of average daily attendance and local district
  tax rates as determined by the Legislative Budget Board and the
  final tax year 2016 property values. [Property values, and the
  estimates of local tax collections on which they are based, shall be
  increased by 7.04 percent for tax year 2017 and by 6.77 percent for
  tax year 2018.]
         SECTION 2.  This Act takes effect immediately if it receives
  a vote of two-thirds of all the members elected to each house, as
  provided by Section 39, Article III, Texas Constitution.  If this
  Act does not receive the vote necessary for immediate effect, this
  Act takes effect on the 91st day after the last day of the
  legislative session.
