A BILL TO BE ENTITLED
 
AN ACT
  relating to an adjustment under the foundation school program of
  the taxable value of property for school districts required to
  provide social security coverage for district employees.
         BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
         SECTION 1.  Subchapter E, Chapter 42, Education Code, is
  amended by adding Section 42.2529 to read as follows:
         Sec. 42.2529.  ADJUSTMENT FOR DISTRICT PROVIDING SOCIAL
  SECURITY COVERAGE. (a)  For purposes of Chapters 41 and 46 and this
  chapter, the commissioner shall reduce the taxable value of
  property of a school district that provided social security
  coverage, as defined by Section 606.001, Government Code, for
  district employees before January 1, 2017, by a percentage of value
  equal to the percentage of the district's required contribution for
  social security coverage. 
         (b)  An action of the commissioner under this section is
  final and may not be appealed.
         SECTION 2.  This Act takes effect September 1, 2017, if it
  receives a vote of two-thirds of all the members elected to each
  house, as provided by Section 39, Article III, Texas Constitution.
  If this Act does not receive that vote, this Act takes effect on the
  91st day after the last day of the legislative session.
