A BILL TO BE ENTITLED
 
AN ACT
  relating to an annual regional electric network overview produced
  by the Public Utility Commission of Texas.
         BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
         SECTION 1.  Subchapter A, Chapter 31, Utilities Code, is
  amended by adding Section 31.006 to read as follows:
         Sec. 31.006.  ANNUAL INDUSTRY OVERVIEW. (a) The commission
  shall produce and submit to each standing committee of the
  legislature having primary jurisdiction over matters related to
  electric utilities an annual report for each state fiscal year
  that:
               (1)  assesses the operations and integrity of the
  regional electric network in this state; and
               (2)  anticipates potential issues facing the industry
  in the coming fiscal year.
         (b)  In providing the overview under Subsection (a)(1), the
  commission shall include:
               (1)  an analysis of the strengths and weaknesses of the
  regional electric network;
               (2)  a summary of any significant events or challenges
  experienced or vulnerabilities in the regional electric network
  that were exposed; and
               (3)  changes in the supply of and demand for
  electricity in this state.
         (c)  In providing a projection for the coming fiscal year
  under Subsection (a)(2) the commission shall project:
               (1)  facility changes and wear and tear on equipment
  used to provide electricity service in this state; and
               (2)  the potential effects of population growth on the
  regional electric network.
         SECTION 2.  This Act takes effect September 1, 2021.
