A BILL TO BE ENTITLED
 
AN ACT
  relating to energy efficiency standards for appliances.
         BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
         SECTION 1.  Section 447.012, Government Code, is amended to
  read as follows:
         Sec. 447.012.  APPLIANCE STANDARDS; REPORTS. (a) The state
  energy conservation office shall determine the feasibility and
  cost-benefit to consumers of setting [appliance] energy efficiency
  standards for appliances that are not currently regulated for
  energy efficiency in this state by the federal government, if the
  office determines that [the] new standards would reduce the
  emission of air contaminants or improve the efficiency and
  reliability of the delivery of electrical power in Texas, including
  in periods of high demand. [The office may not consider the
  feasibility and cost-benefit to consumers of setting appliance
  standards for air conditioning systems under this section.]
         (b)  Not later than September 1 of each even-numbered year,
  the state energy conservation office shall prepare and submit to
  the governor and the legislature written reports on its findings
  and recommendations, including legislative recommendations.
         SECTION 2.  This Act takes effect September 1, 2021.
