A BILL TO BE ENTITLED
 
AN ACT
  relating to the date on which changes to voting by voters who reside
  at a residential care facility take effect.
         BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
         SECTION 1.  Notwithstanding Section 8, Chapter 980 (H.B.
  658), Acts of the 85th Legislature, Regular Session, 2017, Sections
  86.003 and 86.004, Election Code, as amended by that Act, and
  Chapter 107, Election Code, as added by that Act, take effect
  January 1, 2018.
         SECTION 2.  This Act takes effect immediately if it receives
  a vote of two-thirds of all the members elected to each house, as
  provided by Section 39, Article III, Texas Constitution. If this
  Act does not receive the vote necessary for immediate effect, this
  Act does not take effect.
