| BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: | ||
| SECTION 1. Subchapter A, Chapter 31, Election Code, is | ||
| amended by adding Section 31.014 to read as follows: | ||
| Sec. 31.014. STUDY ON IMPLEMENTATION OF VOTER | ||
| IDENTIFICATION REQUIREMENTS. (a) The secretary of state shall | ||
| conduct a study on the implementation of the changes in law made by | ||
| Chapter 123 (S.B. 14), Acts of the 82nd Legislature, Regular | ||
| Session, 2011, and Chapter 410 (S.B. 5), Acts of the 85th | ||
| Legislature, Regular Session, 2017, including: | ||
| (1) the costs of implementation; | ||
| (2) additional requirements for election workers to | ||
| accept a voter; | ||
| (3) the amount of time needed to accept a voter at the | ||
| polling place; and | ||
| (4) training, if any, provided to election workers at | ||
| the county and precinct levels. | ||
| (b) Not later than January 1, 2021, the secretary of state | ||
| shall report the study's findings to the committees of each house of | ||
| the legislature with jurisdiction over elections. | ||
| (c) This section expires September 1, 2021. | ||
| SECTION 2. This Act takes effect immediately if it receives | ||
| a vote of two-thirds of all the members elected to each house, as | ||
| provided by Section 39, Article III, Texas Constitution. If this | ||
| Act does not receive the vote necessary for immediate effect, this | ||
| Act takes effect September 1, 2019. | ||
