BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: | ||
SECTION 1. Subchapter A, Chapter 31, Election Code, is | ||
amended by adding Section 31.014 to read as follows: | ||
Sec. 31.014. STUDY ON IMPLEMENTATION OF VOTER | ||
IDENTIFICATION REQUIREMENTS. (a) The secretary of state shall | ||
conduct a study on the implementation of the changes in law made by | ||
Chapter 123 (S.B. 14), Acts of the 82nd Legislature, Regular | ||
Session, 2011, and Chapter 410 (S.B. 5), Acts of the 85th | ||
Legislature, Regular Session, 2017, including: | ||
(1) the costs of implementation; | ||
(2) additional requirements for election workers to | ||
accept a voter; | ||
(3) the amount of time needed to accept a voter at the | ||
polling place; and | ||
(4) training, if any, provided to election workers at | ||
the county and precinct levels. | ||
(b) Not later than January 1, 2021, the secretary of state | ||
shall report the study's findings to the committees of each house of | ||
the legislature with jurisdiction over elections. | ||
(c) This section expires September 1, 2021. | ||
SECTION 2. This Act takes effect immediately if it receives | ||
a vote of two-thirds of all the members elected to each house, as | ||
provided by Section 39, Article III, Texas Constitution. If this | ||
Act does not receive the vote necessary for immediate effect, this | ||
Act takes effect September 1, 2019. |
