A BILL TO BE ENTITLED
 
AN ACT
  relating to a preference in state purchasing for certain vendors.
         BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
         SECTION 1.  Subchapter H, Chapter 2155, Government Code, is
  amended by adding Section 2155.454 to read as follows:
         Sec. 2155.454.  VENDORS WITH CERTAIN COMPENSATION RATIO.
  The comptroller and state agencies procuring goods or services
  shall give preference to vendors that compensate the chief
  executive officer of the vendor in an amount that does not exceed
  the median compensation of all employees multiplied by 45. 
         SECTION 2.  The change in law made by this Act applies only
  to a contract for which a governmental entity first advertises or
  otherwise requests offers, bids, proposals, qualifications, or
  other applicable expressions of interest on or after the effective
  date of this Act. A contract for which a governmental entity first
  advertises or otherwise requests offers, bids, proposals,
  qualifications, or other applicable expressions of interest before
  the effective date of this Act is governed by the law as it existed
  immediately before the effective date of this Act, and that law is
  continued in effect for that purpose.
         SECTION 3.  This Act takes effect September 1, 2021.
