| relating to a preference in state purchasing for certain vendors. | ||
| BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: | ||
| SECTION 1. Subchapter H, Chapter 2155, Government Code, is | ||
| amended by adding Section 2155.454 to read as follows: | ||
| Sec. 2155.454. VENDORS WITH CERTAIN COMPENSATION RATIO. | ||
| The comptroller and state agencies procuring goods or services | ||
| shall give preference to vendors that compensate the chief | ||
| executive officer of the vendor in an amount that does not exceed | ||
| the median compensation of all employees multiplied by 45. | ||
| SECTION 2. The change in law made by this Act applies only | ||
| to a contract for which a governmental entity first advertises or | ||
| otherwise requests offers, bids, proposals, qualifications, or | ||
| other applicable expressions of interest on or after the effective | ||
| date of this Act. A contract for which a governmental entity first | ||
| advertises or otherwise requests offers, bids, proposals, | ||
| qualifications, or other applicable expressions of interest before | ||
| the effective date of this Act is governed by the law as it existed | ||
| immediately before the effective date of this Act, and that law is | ||
| continued in effect for that purpose. | ||
| SECTION 3. This Act takes effect September 1, 2021. | ||
