relating to a preference in state purchasing for certain vendors. | ||
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: | ||
SECTION 1. Subchapter H, Chapter 2155, Government Code, is | ||
amended by adding Section 2155.454 to read as follows: | ||
Sec. 2155.454. VENDORS WITH CERTAIN COMPENSATION RATIO. | ||
The comptroller and state agencies procuring goods or services | ||
shall give preference to vendors that compensate the chief | ||
executive officer of the vendor in an amount that does not exceed | ||
the median compensation of all employees multiplied by 45. | ||
SECTION 2. The change in law made by this Act applies only | ||
to a contract for which a governmental entity first advertises or | ||
otherwise requests offers, bids, proposals, qualifications, or | ||
other applicable expressions of interest on or after the effective | ||
date of this Act. A contract for which a governmental entity first | ||
advertises or otherwise requests offers, bids, proposals, | ||
qualifications, or other applicable expressions of interest before | ||
the effective date of this Act is governed by the law as it existed | ||
immediately before the effective date of this Act, and that law is | ||
continued in effect for that purpose. | ||
SECTION 3. This Act takes effect September 1, 2021. |
