| BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: | ||
| SECTION 1. Subchapter C, Chapter 61, Education Code, is | ||
| amended by adding Section 61.06651 to read as follows: | ||
| Sec. 61.06651. STUDY ON ELECTRONIC TEXTBOOK AND COURSE | ||
| MATERIAL COSTS. (a) In this section, "core curriculum" has the | ||
| meaning assigned by Section 61.821. | ||
| (b) The board shall conduct a study on methods to reduce the | ||
| cost of electronic textbooks and course materials required or | ||
| recommended for core curriculum courses. | ||
| (c) Not later than December 31, 2020, the board shall submit | ||
| to the governor, the lieutenant governor, the speaker of the house | ||
| of representatives, and the chair of each legislative standing | ||
| committee with jurisdiction over higher education a report on the | ||
| results of the study and any recommendations for legislative or | ||
| other action. | ||
| (d) This section expires September 1, 2021. | ||
| SECTION 2. This Act takes effect immediately if it receives | ||
| a vote of two-thirds of all the members elected to each house, as | ||
| provided by Section 39, Article III, Texas Constitution. If this | ||
| Act does not receive the vote necessary for immediate effect, this | ||
| Act takes effect September 1, 2019. | ||
