relating to a study by the Railroad Commission of Texas regarding | ||
the use of flared natural gas for on-site electric generation. | ||
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: | ||
SECTION 1. (a) In this section, "commission" means the | ||
Railroad Commission of Texas. | ||
(b) The commission shall conduct a study to assess the | ||
feasibility of and barriers to operators of oil and gas wells using | ||
flared natural gas for on-site generation of electricity to: | ||
(1) reduce flaring; | ||
(2) mitigate possible negative effects of extreme | ||
weather events; and | ||
(3) stabilize the energy grid in this state. | ||
(c) Not later than December 1, 2022, the commission shall | ||
submit a report containing the results of the study to the | ||
lieutenant governor, the speaker of the house of representatives, | ||
and the standing committees of the legislature having primary | ||
jurisdiction over utilities and environmental matters. | ||
(d) This Act expires January 1, 2023. | ||
SECTION 2. This Act takes effect September 1, 2021. |
