A BILL TO BE ENTITLED
|
|
AN ACT
|
|
relating to the provision of information regarding suicide |
|
prevention and certain state laws applicable to handgun license |
|
holders. |
|
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |
|
SECTION 1. Subchapter A, Chapter 411, Government Code, is |
|
amended by adding Section 411.02098 to read as follows: |
|
Sec. 411.02098. SUICIDE PREVENTION INFORMATION. (a) The |
|
department shall post on the department's Internet website and make |
|
available to the public and to firearm retailers a printable |
|
brochure, developed in cooperation with the Health and Human |
|
Services Commission, that includes the following suicide |
|
prevention information: |
|
(1) information regarding: |
|
(A) the warning signs that a person is at risk of |
|
suicide; |
|
(B) suicide prevention; and |
|
(C) state agencies that provide mental health and |
|
suicide prevention services; and |
|
(2) the phone number for the National Suicide |
|
Prevention Lifeline. |
|
(b) Not later than October 1 of each year, the department |
|
shall update the brochure required by Subsection (a). |
|
(c) The department shall provide the brochure required by |
|
Subsection (a) by mail or e-mail to each new applicant for a license |
|
to carry a handgun issued under Subchapter H. |
|
SECTION 2. Section 411.185(d), Government Code, is amended |
|
to read as follows: |
|
(d) Not later than the 60th day before the expiration date |
|
of the license, the department shall mail or e-mail to each license |
|
holder a written notice of the expiration of the license, a renewal |
|
application form, [and] the informational form described by |
|
Subsection (c), and the brochure described by Section 411.02098. |
|
SECTION 3. This Act takes effect September 1, 2023. |
