A BILL TO BE ENTITLED
 
AN ACT
  relating to the prioritization of public transportation funding for
  areas disproportionately affected by the granting of ad valorem tax
  relief to disabled veterans.
         BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
         SECTION 1.  Section 201.996, Transportation Code, is amended
  by adding Subsection (d) to read as follows:
         (d)  In establishing a formula for allocating funds for
  congestion mitigation and air quality improvement projects under
  Subsection (a)(4), the department shall prioritize funding for
  public transportation in regions with political subdivisions that:
               (1)  contain or are in proximity to a United States
  military installation; and
               (2)  are disproportionately affected by the granting of
  ad valorem tax relief to disabled veterans.
         SECTION 2.  This Act takes effect September 1, 2017.
