A BILL TO BE ENTITLED
 
AN ACT
  relating to cleanliness standards for pipelines crossing karst
  topographic areas.
         BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
         SECTION 1.  Section 117.012, Natural Resources Code, is
  amended by adding Subsection (p) to read as follows:
         (p)  The commission by rule shall establish cleanliness
  standards for intrastate pipelines transporting hazardous liquids
  through a karst topographic area.
         SECTION 2.  Subchapter E, Chapter 121, Utilities Code, is
  amended by adding Section 121.2017 to read as follows:
         Sec. 121.2017.  DISTRIBUTION THROUGH KARST AREA. The
  railroad commission by rule shall establish cleanliness standards
  for intrastate distribution gas pipelines that pass through a karst
  topographic area.
         SECTION 3.  The Railroad Commission of Texas shall adopt the
  rules required by Section 117.012(p), Natural Resources Code, as
  added by this Act, and Section 121.2017, Utilities Code, as added by
  this Act, not later than December 1, 2019.
         SECTION 4.  This Act takes effect September 1, 2019.
