A BILL TO BE ENTITLED
 
AN ACT
  relating to a study by the Public Utility Commission of Texas on the
  failures of electricity providers during the February 2021 winter
  storm.
         BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
         SECTION 1.  (a) The Public Utility Commission of Texas shall
  conduct a study of the reasons for the failure of electricity
  providers to maintain adequate power generation, monitor
  conditions, and communicate with customers during the winter storm
  occurring in February of 2021.
         (b)  In conducting the study, the Public Utility Commission
  of Texas shall consult with members of the public and groups that
  represent the interests of retail electric customers. The Public
  Utility Commission of Texas may also consult with other interested
  persons as needed to conduct the study.
         (c)  Not later than September 1, 2022, the Public Utility
  Commission of Texas shall submit a report on the results of the
  study to the governor and the legislature.
         SECTION 2.  This Act takes effect September 1, 2021.
