A BILL TO BE ENTITLED
 
AN ACT
  relating to the sparsity adjustment for certain school districts
  under the Foundation School Program.
         BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
         SECTION 1.  Section 42.105, Education Code, is amended by
  adding Subsection (a-1) to read as follows:
         (a-1)  Notwithstanding Subsection (a), a school district
  that is the only district operating a campus in a county and
  operates:
               (1)  a kindergarten through grade 12 program whose
  preceding or current year's average daily attendance is less than
  130 students shall be provided an adjusted basic allotment on the
  basis of 130 students in average daily attendance;
               (2)  a kindergarten through grade 8 program whose
  preceding or current year's average daily attendance is less than
  75 students shall be provided an adjusted basic allotment on the
  basis of 75 students in average daily attendance; and
               (3)  a kindergarten through grade 6 program whose
  preceding or current year's average daily attendance is less than
  60 students shall be provided an adjusted basic allotment on the
  basis of 60 students in average daily attendance.
         SECTION 2.  This Act takes effect September 1, 2017, if it
  receives a vote of two-thirds of all the members elected to each
  house, as provided by Section 39, Article III, Texas Constitution.  
  If this Act does not receive that vote, this Act takes effect on the
  91st day after the last day of the legislative session.
