A BILL TO BE ENTITLED
 
AN ACT
  relating to county consent for certain municipal annexations.
         BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
         SECTION 1.  Subchapter B, Chapter 43, Local Government Code,
  is amended by adding Section 43.035 to read as follows:
         Sec. 43.035.  COUNTY CONSENT REQUIRED FOR CERTAIN
  ANNEXATIONS. A municipality with a population of more than 300,000
  may not annex an area located in a county with a population of more
  than 50,000 and less than 300,000 without the consent of that
  county.
         SECTION 2.  Section 43.035, Local Government Code, as added
  by this Act, applies only to an annexation that is not final on or
  after the effective date of this Act.
         SECTION 3.  This Act takes effect immediately if it receives
  a vote of two-thirds of all the members elected to each house, as
  provided by Section 39, Article III, Texas Constitution.  If this
  Act does not receive the vote necessary for immediate effect, this
  Act takes effect September 1, 2019.
