A BILL TO BE ENTITLED
 
AN ACT
  relating to a recommendation of polling place locations by a county
  clerk.
         BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
         SECTION 1.  Section 43.002(a), Election Code, is amended to
  read as follows:
         (a)  For a general or special election in which the use of
  county election precincts is required, the county clerk shall, not
  later than the 30th day before the start of early voting, recommend
  the location of the polling place for each county election
  precinct, except as provided by Subsection (b).  The commissioners
  court shall designate the recommended location as the polling place
  unless the court finds good cause to reject the recommendation.  In
  that case, the commissioners court shall designate another
  location.
         SECTION 2.  This Act takes effect immediately if it receives
  a vote of two-thirds of all the members elected to each house, as
  provided by Section 39, Article III, Texas Constitution.  If this
  Act does not receive the vote necessary for immediate effect, this
  Act takes effect September 1, 2021.
