A BILL TO BE ENTITLED
 
AN ACT
  relating to the transfer of certain real property in the city of
  Laredo from The University of Texas System to The Texas A&M
  University System and to the uses of that property.
         BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
         SECTION 1.  The following real property in the city of Laredo
  is transferred from The University of Texas System to The Texas A&M  
  University System:
               (1)  Blocks 22 and 30, Laredo Airport Subdivision, Webb
  County, Texas; and
               (2)  Lot 3, Block 23, Laredo Airport Subdivision, Webb
  County, Texas.
         SECTION 2.  Subchapter F, Chapter 87, Education Code, is
  amended by adding Section 87.506 to read as follows:
         Sec. 87.506.  LEASE OF CERTAIN PROPERTY TO THE UNIVERSITY OF
  TEXAS SYSTEM. (a) This section applies to the property located in
  the city of Laredo that was transferred to The Texas A&M University
  System from The University of Texas System by an act of the 86th
  Legislature, Regular Session, 2019.
         (b)  Subject to the provisions of this section, the board of
  regents of The Texas A&M University System may use the property for
  any purposes related to Texas A&M International University or may
  lease any portion of the property that is not needed for those
  purposes. 
         (c)  On request of The University of Texas System, the board
  of regents of The Texas A&M University System shall lease at least a
  portion of the property to The University of Texas System for use by
  that system for the campus extension of The University of Texas
  Health Science Center at San Antonio in the city of Laredo
  authorized by Subchapter M, Chapter 74. The portion of the property
  leased under this section may not be less than the portion of the
  property in active use for that campus extension in the 2018-2019
  academic year unless The University of Texas System consents to
  lease a smaller portion. The lease payments charged may not exceed
  the total amount of direct and indirect costs incurred by The Texas
  A&M  University System to maintain the portion of the property being
  leased.
         (d)  The requirement to lease at least a portion of the
  property under Subsection (c) expires if The University of Texas
  System ceases to use the property for purposes of the campus
  extension for one or more academic years or notifies The Texas A&M
  University System that it no longer elects to lease the property for
  that purpose.
         SECTION 3.  This Act takes effect January 1, 2020.
