A BILL TO BE ENTITLED
 
AN ACT
  relating to the exemption of certain school districts from the
  placement and use of video cameras in certain self-contained
  classrooms or other settings providing special education services.
         BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
         SECTION 1.  Section 29.022, Education Code, is amended by
  adding Subsection (l) to read as follows:
         (l)  This section does not apply to a school district that:
               (1)  has an enrollment of fewer than 5,000 students;
  and
               (2)  is located in a county with a population of less
  than 100,000. 
         SECTION 2.  This Act takes effect immediately if it receives
  a vote of two-thirds of all the members elected to each house, as
  provided by Section 39, Article III, Texas Constitution.  If this
  Act does not receive the vote necessary for immediate effect, this
  Act takes effect September 1, 2017.
