A BILL TO BE ENTITLED
 
AN ACT
  relating to requirements for the construction of a natural gas
  pipeline in a municipality.
         BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
         SECTION 1.  Subchapter C, Chapter 121, Utilities Code, is
  amended by adding Section 121.105 to read as follows:
         Sec. 121.105.  HEARING BEFORE CONSTRUCTION OF PIPELINE. A
  person seeking to construct a pipeline to which this chapter
  applies that is planned to be placed in the corporate boundaries or
  extraterritorial jurisdiction of a municipality may not begin
  construction of the pipeline unless the person holds at least one
  public meeting in the municipality on the proposed construction.
         SECTION 2.  The changes in law made by this Act apply only to
  the construction of a pipeline that begins on or after the effective
  date of this Act. Construction that begins before the effective
  date of this Act is governed by the law in effect immediately before
  that date, and the former law is continued in effect for that
  purpose.
         SECTION 3.  This Act takes effect September 1, 2017.
