Bill Title: As enacted, authorizes an industrial development corporation to negotiate a payment in lieu of tax agreement for less than the ad valorem taxes otherwise due for a retail business for a period longer than 10 years, plus a reasonable construction or installation period of not more than three years, in certain circumstances. - Amends TCA Section 7-53-101 and Section 7-53-305.
