Bill Title: As enacted, authorizes county legislative bodies to adopt alternative procedures for the opening and changing of public roads in the county, in addition to the closing of such roads; authorizes formation of a committee of the county legislative body to perform certain functions for the opening, changing, or closing of such roads if no regional planning commission exists. - Amends TCA Title 54, Chapter 10, Part 2.
