Bill Title: As enacted, requires the department of environment and conservation to develop a proposal for a revised state implementation plan that eliminates motor vehicle inspection testing requirements for all motor vehicles in this state that are three or less model-years old. - Amends TCA Title 55, Chapter 4, Part 1 and Title 68.
