Bill Title: As introduced, clarifies that performance requirements or incentives in contracts or grants between state entities and providers of services related to prevention, treatment or care of delinquent juveniles are allowed to ensure that the initial amount of the grant or contract does not decrease, nor financial penalties accrue to the grant or contract recipients based on performance requirements. - Amends TCA Section 37-5-121.
