Bill Title: As introduced, prohibits municipalities from assessing fees for impoundment of a motor vehicle when the owner was not responsible for the events that caused the impoundment; requires reasonable effort to notify owner of motor vehicles' impoundment and prohibits sale before attempting notice; requires that aggrieved motor vehicle owners be made whole. - Amends TCA Title 5; Title 6; Title 7; Section 36-5-901; Title 40, Chapter 33; Section 54-16-113; Title 55 and Title 66.
