Bill Title: As enacted, permits a professional bondsman to take certain actions without legal counsel; directs that documents relating to the assignment of collateral be delivered to the presiding judge of the judicial district; creates a procedure for a surety to deliver to the court an investment certificate to establish or increase the surety's capacity. - Amends TCA Section 40-11-302.
