Bill Title: As enacted, requires the board of barber examiners and the state board of cosmetology to issue an authorization to provide postsecondary education in this state to any school registered with the respective board in certain situations; specifies that any person claiming damage or loss as a result of any act or practice by a school or its agent, or both, that is a violation of the laws and rules governing cosmetologists and barbers may file with the board a verified complaint against the school or against its agent, or both. - Amends TCA Title 38, Chapter 1, Part 2 and Title 62.
