Bill Title: As enacted, extends, from 180 days to 12 months, the time in which a person granted a permit authorizing a digital billboard has to erect and begin displaying an advertising message before revocation of the permit; allows an extension period of an additional 12 months if the permit holder applies to the commissioner of transportation and pays an additional permit fee of $200 prior to the expiration of the original 12-month period. - Amends TCA Title 54, Chapter 21.
