Summary

As enacted, prohibits a party from protesting a solicitation for a public contract if the party cancels the solicitation; revises bonding requirements for submitting a protest or an appeal of a decision to a protest to the chief procurement officer or protest committee; establishes certain restrictions on the contractual terms of public contracts. - Amends TCA Title 12, Chapter 3, Part 5.
