Summary
As introduced, creates a presumption that a prisoner who reaches the release eligibility date for the prisoner's combined sentences and has an active detainer to serve a term of imprisonment in another jurisdiction must, unless good cause is shown to deny release, be granted parole to the detainer if certain conditions are met. - Amends TCA Title 40, Chapter 28.
