Summary

As introduced, creates the commission on petroleum pipelines to study and review the manner in which petroleum companies exercise eminent domain for purposes of siting, constructing, and operating new petroleum pipelines; places a temporary moratorium on acquiring by eminent domain property for the construction of new pipeline. - Amends TCA Title 4; Title 12; Title 13; Title 29; Title 60; Title 65 and Title 68.
