Summary
As introduced, requires the department of correction, the department of children's services, and local jails to provide persons in their custody and confined in a prison, youth development center, or jail with accessible, functional voice communication services free of charge to the person initiating and the person receiving the communication. - Amends TCA Title 37 and Title 41.
