Amend The South Carolina Code Of Laws By Adding Section 6-11-115 So As To Permit A Special Purpose District Providing Water Service Within A County Of This State That Borders An Adjoining State To, By Majority Vote Of Its Commissioners, Become A Member Of And Participate In A Joint Agency Or Authority Organized Under The Laws Of The Adjoining State.
