Prohibit An Agency, Institution, Or Quasi-governmental Organization That Is Governed By A Board, That Is Appointed By The Local Governing Board Of A Political Subdivision Of This State From Expending Funds Lobbying Unless The Expenditure Is Approved By The Local Governing Board.
