An Act Relating To Commercial Law - General Regulatory Provisions - Interest And Usury: would repeal the provisions of the general laws which regulate credit card lending, and would subject credit card interest to a maximum rate of interest of 21% alternating to 9% greater than the domestic prime rate published in the Wall Street Journal
