A RESOLUTION

Designating May 16, 2009, as "Child Passenger Safety Day" in

2

Pennsylvania.

3

WHEREAS, Motor vehicle crashes remain the leading cause of

4

death in the United States for children between newborn and 19

5

years of age; and

6

WHEREAS, According to an ongoing 11-year study by Partners

7

for Child Passenger Safety (PCPS), a partnership which involves

8

The Children's Hospital of Philadelphia, State Farm Insurance

9

companies and the University of Pennsylvania, until reaching 4

10

feet, 9 inches in height, all children younger than nine years

11

of age should ride in a child restraint; and

12

WHEREAS, Using a booster seat with a seat belt instead of

13

using a seat belt alone for children four to eight years of age

14

reduces the risk of injury by 58%; and

15

WHEREAS, Safe Kids Pennsylvania found that almost 85% of

16

children placed in child safety seats are improperly restrained;

WHEREAS, The PCPS study is a scientific and systematic

3

approach that seeks to determine how and why children are being

4

killed or injured in motor vehicle crashes; and

5

WHEREAS, PCPS has created a database containing more than

6

600,000 crashes involving 875,000 children, representing the

7

largest source of data on children involved in motor vehicle

8

crashes; and

9

WHEREAS, PCPS is the first academic-corporate partnership

10

devoted to the safety of children in motor vehicles whose

11

methodology combines in-depth telephone interviews, onsite crash

12

investigations and computer crash simulations with

13

interdisciplinary analysis and interpretation; and

14

WHEREAS, PCPS findings are published regularly in leading

15

medical and engineering journals and presented at scientific

16

conferences; and

17

WHEREAS, PCPS outreach to the automotive and restraint

18

industries, local communities, policymakers, legislators, public

19

health educators and the media has improved child occupant

20

safety; and

21

WHEREAS, The goal of PCPS is to share information about the

22

unique safety needs of children and teenage drivers; and

23

WHEREAS, Child restraint use in this Commonwealth has

24

increased from 51% in 1999 to 88% in 2008; and

25

WHEREAS, Since 2001, State Farm Insurance companies have

26

sponsored "Child Passenger Safety Day," turning research into

27

action and providing the opportunity for parents to put their

28

minds at ease by having a trained technician check their

29

children's car seats and booster seats and provide potentially

30

lifesaving information; and

WHEREAS, To spread the word of child passenger safety and how

2

parents and guardians can better protect their children, State

3

Farm Insurance companies have scheduled 20 free child safety

4

seat check points across this Commonwealth in May 2009;

5

therefore be it

6

RESOLVED, That the Senate designate May 16, 2009, as "Child

7

Passenger Safety Day" in Pennsylvania.
