| A RESOLUTION |
| |
1 | Honoring the life and work of Judge John G. Brosky and extending |
2 | condolences upon the occasion of his passing. |
3 | WHEREAS, The Honorable John G. Brosky was born on August 4, |
4 | 1920, in Scott Township, Allegheny County, one of seven children |
5 | to the late Joseph and Rose Brosky, and died on October 10, |
6 | 2010; and |
7 | WHEREAS, Judge Brosky attended Clark High School and enrolled |
8 | at the University of Pittsburgh on a football scholarship; and |
9 | WHEREAS, Upon graduating from the University of Pittsburgh in |
10 | 1942, he was immediately drafted into the Army Air Force and |
11 | served during World War II as a captain of artillery in the |
12 | South Pacific; and |
13 | WHEREAS, Returning from the war as a disabled veteran after |
14 | catching malaria, Judge Brosky used the G.I. Bill to enroll in |
15 | the University of Pittsburgh School of Law; and |
16 | WHEREAS, Soon after graduation in 1949, he joined the |
17 | Pennsylvania Air National Guard, eventually retiring as a major |
18 | general; and |

1 | WHEREAS, Judge Brosky married his wife, Rose, in 1950 after |
2 | they met at a funeral for a mutual friend, and they had three |
3 | children, David, John and Carol; and |
4 | WHEREAS, Judge Brosky began what was to become a 46-year |
5 | career on the bench in 1956 when he was appointed to the |
6 | Allegheny County Court; and |
7 | WHEREAS, In 1960, he was appointed to the Court of Common |
8 | Pleas, where he quickly established himself as a reformer; and |
9 | WHEREAS, During his tenure as a trial judge, he made his most |
10 | important mark in Family Court, where he served ten years as |
11 | administrative judge of the family division, working with others |
12 | to establish consistent procedures for handling domestic |
13 | relations, divorce, juvenile crime and related cases, ordering |
14 | that child support could no longer be paid by personal check, |
15 | long unreliable, creating a system to provide legal services to |
16 | indigent people seeking divorce and setting up a program for |
17 | paternity testing; and |
18 | WHEREAS, In 1980, Judge Brosky was elected to the |
19 | Pennsylvania Superior Court, where he served until 1989, when he |
20 | decided not to run for reelection and served as a Senior Judge |
21 | until 2002; and |
22 | WHEREAS, Judge Brosky was an outstanding advocate - in 1995 |
23 | and in 2005, when the 911th Airlift Wing was on a list of |
24 | military bases slated for closure, Judge Brosky played a key |
25 | role in persuading Congress to save it; in 1997, when the Three |
26 | Rivers Regatta was in significant debt, he led the investigation |
27 | that turned the organization around and served on the Board of |
28 | the Regatta until his death; and |
29 | WHEREAS, Judge Brosky was also a leader in efforts to |
30 | establish a World War II memorial on the North Shore, serving as |

1 | a co-chairman of the fundraising organization, the World War II |
2 | Veterans of Allegheny County Memorial Fund; and |
3 | WHEREAS, In 2004, Judge Brosky was awarded the Distinguished |
4 | Alumni Award from the University of Pittsburgh School of Law, |
5 | and his many outstanding contributions earned him various other |
6 | awards, including the Vectors/Pittsburgh Richard S. Caliguiri |
7 | Award, the Dr. Samuel Francis School of Law Award, the Pride of |
8 | Pennsylvania, the Vector/Pittsburgh Man of the Year in Law and |
9 | Government, the Kosciuszko Foundation Man of the Year, the |
10 | George Washington Honor Medal from the Freedoms Foundation at |
11 | Valley Forge, the St. Thomas More Award, the University of |
12 | Pittsburgh Varsity Letterman of Distinction Award, the Allegheny |
13 | County Family Law Award and the Vietnam Veterans Leadership |
14 | Award; and |
15 | WHEREAS, Judge Brosky was also a member of the Hall of Fame |
16 | for the Pennsylvania Horseshoe Pitcher Association and the |
17 | Pennsylvania Air National Guard; and |
18 | WHEREAS, Judge Brosky was an active member of many |
19 | organizations and served as a fellow for the Pennsylvania Bar |
20 | Foundation and the American Academy of Matrimonial Lawyers, was |
21 | a past president of the Pennsylvania Conference of State Trial |
22 | Judges and served on the Board of Visitors for the University of |
23 | Pittsburgh School of Law, as president of the Greater Pittsburgh |
24 | Guild for the Blind, as past national president of the Air Force |
25 | Association and as president of the Military Affairs Council of |
26 | Western Pennsylvania; and |
27 | WHEREAS, In January 2003, Judge Brosky joined the law firm of |
28 | Grogan Graffam, P.C., Of Counsel, and offered mediation and |
29 | arbitration services; and |
30 | WHEREAS, Preceded in death by his wife, Rose, in 2008, Judge |

1 | Brosky is survived by his sons, David J. and John C., his |
2 | daughter, Carol A. Brosky Baker, four grandchildren and two |
3 | brothers, Stanley and George; therefore be it |
4 | RESOLVED, That the Senate extend condolences to the family of |
5 | Judge John G. Brosky upon the occasion of his passing; and be it |
6 | further |
7 | RESOLVED, That the Senate by adoption of this resolution |
8 | honor the life and work of Judge Brosky for his great and |
9 | illustrious service to the Commonwealth of Pennsylvania and his |
10 | contributions to the law. |
