A RESOLUTION

Commending the Army Aviation Support Facility at Fort Indiantown

2

Gap and the Department of Military and Veterans Affairs for

3

receiving Voluntary Participation Program STAR recognition

4

from the Occupational Safety and Health Administration.

5

WHEREAS, On January 10, 2009, the Army Aviation Support

6

Facility of the Department of Military and Veterans Affairs at

7

Fort Indiantown Gap was presented the Voluntary Participation

8

Program STAR by the Occupational Safety and Health

9

Administration (OSHA); and

10

WHEREAS, The STAR is awarded to exemplary workplaces that

11

effectively exhibit comprehensive and successful safety and

12

health management principles; and

13

WHEREAS, The Voluntary Participation Program sets

14

performance-based criteria for management commitment, employee

15

involvement, hazard recognition and mitigation and employee

16

training; and

17

WHEREAS, OSHA's verification process includes an application

review and a rigorous on-site evaluation by a team of OSHA

2

health and safety experts; and

3

WHEREAS, Although only in its fourth year of participation,

4

the Volunteer Participation Program is the cornerstone of the

5

Department of Defense's facility mishap reduction effort. To

6

date, only 21 facilities have achieved STAR status; and

7

WHEREAS, Fort Indiantown Gap's Army Aviation Support Facility

8

became the first Army National Guard facility to receive a "STAR

9

Status" flag in the OSHA program; and

10

WHEREAS, All of the employees at the Army Aviation Support

11

Facility - pilots, crew chiefs, unmanned aerial systems

12

operators, maintenance personnel, refuelers, nonrated crew

13

members, Commonwealth employers and contractors - are critical

14

members of the Pennsylvania Army National Guard's Aviation

15

Safety Team; and

16

WHEREAS, In order to sustain a mishap-free flying program,

17

the Army Aviation Support Facility has built a ground and

18

aviation safety environment with a high level of safety

19

awareness that reduces injuries and encourages continuous

20

improvements in training, maintenance, operations and

21

administration; therefore be it

22

RESOLVED, That the Senate commend the Army Aviation Support

23

Facility at Fort Indiantown Gap and the Department of Military

24

and Veterans Affairs for receiving Voluntary Participation

25

Program STAR recognition from the Occupational Safety and Health

26

Administration.
