| A RESOLUTION |
| |
1 | Designating February 14, 2011, as "National Socks for the |
2 | Homeless Day" in Pennsylvania and encouraging all citizens to |
3 | contribute to organizations that provide socks for the |
4 | homeless. |
5 | WHEREAS, According to HUD in 2009 there were 643,076 homeless |
6 | individuals across America; and |
7 | WHEREAS, About 15,096 homeless individuals reside in |
8 | Pennsylvania, including approximately 5,798 in Philadelphia, |
9 | 1,136 in Pittsburgh and 365 in Harrisburg; and |
10 | WHEREAS, A pair of socks is a basic need for a person to have |
11 | and a lack of socks can lead to frostbite and blisters as well |
12 | as ulcer formations and inevitable loss of limb and amputation; |
13 | and |
14 | WHEREAS, Clothing donations to the homeless rarely include |
15 | much-needed socks; and |
16 | WHEREAS, The need for clean, dry socks is imperative to |
17 | decrease the likelihood of fungal and bacterial infection that |
18 | can be harbored in a shoe liner and then can infect a person, |

1 | leading to cellulitis and skin infection; and |
2 | WHEREAS, The need for socks is basic in that they protect the |
3 | feet from the internal structures of shoes as well as helping |
4 | insulate the feet from cold surfaces, especially for those who |
5 | deal with rheumatoid arthritis; and |
6 | WHEREAS, The simplicity of socks can make so much difference |
7 | for the homeless individual; and |
8 | WHEREAS, For children, new socks can mean not having |
9 | splinters and infected fungal nails after borrowing other kids' |
10 | shoes or using donated hand-me-downs without a barrier like a |
11 | sock to protect them from contagious agents; and |
12 | WHEREAS, Single mothers and children who have one pair of |
13 | socks, which can last only so long, are given back dignity when |
14 | they own new, nontattered socks; and |
15 | WHEREAS, The Joy of Sox was created to accept and manage |
16 | donations from all over the United States; and |
17 | WHEREAS, The Joy of Sox continues to raise awareness of the |
18 | plight of homeless individuals and the medical problems |
19 | associated with being homeless and sockless; therefore be it |
20 | RESOLVED, That the Senate designate February 14, 2011, as |
21 | "National Socks for the Homeless Day" in Pennsylvania and |
22 | encourage all citizens to contribute to The Joy of Sox and other |
23 | organizations that provide socks for the homeless. |
