A RESOLUTION

Recognizing the week of June 1 through 7, 2011, as "National CPR

2

and AED Awareness Week" in Pennsylvania.

3

WHEREAS, Heart disease affects men, women and children of

4

every age and race in the United States and it continues to be

5

the leading cause of death in America; and

6

WHEREAS, Approximately 295,000 emergency medical services-

7

treated out-of-hospital cardiac arrests occur annually

8

nationwide; and

9

WHEREAS, Approximately 92% of sudden cardiac arrest victims

10

die before being discharged from a hospital; and

11

WHEREAS, Sudden cardiac arrest in most adults results from an

12

abnormal heart rhythm, often ventricular fibrillation; and

13

WHEREAS, Unfortunately, only 32% of out-of-hospital cardiac

14

arrest victims receive bystander cardiopulmonary resuscitation

15

(CPR); and

16

WHEREAS, Prompt delivery of CPR more than doubles the

victim's chance of survival by helping to maintain vital blood

2

flow to the heart and brain, increasing the amount of time in

3

which an electric shock from a defibrillator may be effective;

4

and

5

WHEREAS, An automated external defibrillator (AED), even when

6

used by a bystander, is safe, easy to operate and, if used

7

immediately after the onset of sudden cardiac arrest, highly

8

effective in terminating ventricular fibrillation so the heart

9

can resume a normal, effective rhythm; and

10

WHEREAS, For every minute without bystander CPR, survival

11

from witnessed cardiac arrest decreases 7% to 10%; and

12

WHEREAS, The interval between a 911 telephone call and the

13

arrival of emergency medical services personnel is usually

14

longer than five minutes, therefore, a cardiac arrest victim's

15

survival is likely to depend on a public trained in CPR and AED

16

use and access to these lifesaving measures; and

17

WHEREAS, The American Heart Association, the American Red

18

Cross and the National Safety Council are preparing a public

19

awareness and training campaign on CPR and AED use to be held

20

during the first week of June; therefore be it

21

RESOLVED, That the Senate recognize June 1 through 7, 2011,

22

as "National CPR and AED Awareness Week" in Pennsylvania and

23

commend the good work of the American Heart Association, the

24

American Red Cross and the National Safety Council and encourage

25

all Pennsylvanians to become properly trained in CPR and AED

26

usage.
