| A RESOLUTION |
| |
1 | Congratulating the Honorable Frank C. Kelly on his unprecedented |
2 | 42 years of service as Mayor of the Borough of Collingdale. |
3 | WHEREAS, Frank C. Kelly was born in Collingdale and has |
4 | dedicated his life to serving his country and community; and |
5 | WHEREAS, Mayor Kelly is a graduate of Collingdale High School |
6 | and served in the United States Army; and |
7 | WHEREAS, In 1966, Mayor Kelly was appointed by the |
8 | Collingdale Borough Council to serve as the borough's |
9 | representative to the Darby Creek Joint Sewer Authority; and |
10 | WHEREAS, In 1967, Mayor Kelly was appointed to the |
11 | Collingdale Borough Council and was assigned to head the Highway |
12 | Committee; and |
13 | WHEREAS, In 1970, Mayor Kelly was sworn in as Mayor of the |
14 | Borough of Collingdale, a post which he has held ever since; and |

1 | WHEREAS, Throughout his tenure, he has accomplished many |
2 | important achievements, including saving the Collingdale High |
3 | School building from destruction and establishing the All |
4 | Veterans Memorial and the Police, Firefighters and Emergency |
5 | Personnel Memorial Park; and |
6 | WHEREAS, Mayor Kelly attained distinction as the longest- |
7 | serving, continually elected mayor in the history of this |
8 | Commonwealth, serving as Mayor of the Borough of Collingdale for |
9 | more than 42 years; and |
10 | WHEREAS, Many residents lovingly refer to Mayor Kelly as "Mr. |
11 | Collingdale," due to his steadfast and outstanding service to |
12 | the borough; and |
13 | WHEREAS, Friend and Borough Council President Kate Munro has |
14 | stated that Mayor Kelly is "the heart of this borough"; and |
15 | WHEREAS, Mayor Kelly serves as the director of the Ancient |
16 | Order of Hibernians and is a proud member of St. Joseph Catholic |
17 | Church and Collingdale Fire Company One; and |
18 | WHEREAS, Mayor Kelly also holds memberships in the |
19 | Pennsylvania Association of Mayors, the Pennsylvania State |
20 | Association of Boroughs and the Darby Creek Joint Sewer |
21 | Authority; and |
22 | WHEREAS, Mayor Kelly is the husband of the former Janet |
23 | Glascow to whom he has been married for 57 years; and |
24 | WHEREAS, Mayor Kelly enjoys golfing and spending time with |
25 | his wife, children, grandchildren, great-grandchildren and Irish |
26 | Setters; and |
27 | WHEREAS, The impact of Mayor Kelly's service to the Borough |
28 | of Collingdale has been unprecedented; therefore be it |
29 | RESOLVED, That the House of Representatives congratulate the |
30 | Honorable Frank C. Kelly on his exemplary 42 years of service as |
