A RESOLUTION

Establishing and directing a select committee to examine matters

2

relating to the shortage of health care professionals in this

3

Commonwealth.

4

WHEREAS, There are shortages of physicians, nurses and other

5

health care professionals in parts of this Commonwealth; and

6

WHEREAS, There are projections these shortages are worsening;

7

and

8

WHEREAS, These shortages are creating a public health care

9

risk, and the problems appear to be intensifying; and

10

WHEREAS, Skilled health care professionals are projected to

11

retire at numbers larger than the numbers of students that

12

medical, nursing and health care professional schools plan to

13

graduate; and

14

WHEREAS, It is difficult to attract health care professionals

15

to accept what, for many, are lower paid teaching positions at

16

times when the demand for teachers is increasing; therefore be

RESOLVED, That the House of Representatives establish a

3

select committee to study and make recommendations as to:

4

(1)  The degree to which the problem of health care

5

professional shortages exists.

6

(2)  Solutions to resolve the shortages of health care

7

personnel, including recommendations of any legislation and

8

actions that should be taken by State government officials;

9

and be it further

10

RESOLVED, That the select committee be composed of:

11

(1)  Members to be appointed by the Speaker of the House

12

of Representatives:

13

(i)  Four members of the Health and Human Services

14

Committee.

15

(ii)  Four members of the Education Committee.

16

(iii)  Two other members.

17

(2)  Members to be appointed by the Minority Leader of

18

the House of Representatives:

19

(i)  Three members of the Health and Human Services

20

Committee.

21

(ii)  Three members of the Education Committee.

22

(iii)  Two other members;

23

and be it further

24

RESOLVED, That the select committee hold hearings and take

25

testimony at such places it deems necessary in this

26

Commonwealth; and be it further

27

RESOLVED, That the select committee be empowered to call

28

witnesses under the hand and seal of the chairman of the select

29

committee who shall be elected by the committee members

30

instructing any person to appear before it, to answer questions

touching matters properly being inquired into by the committee

2

and to produce such books, papers, records, accounts, reports

3

and documents as the committee deems necessary; and be it

4

further

5

RESOLVED, That the Committee on Health and Human Services and

6

the Committee on Education assist the select committee to the

7

extent deemed necessary by the select committee; and be it

8

further

9

RESOLVED, That the Chief Clerk, with the Speaker's approval,

10

pay for the reasonable, appropriate and proper expenses incurred

11

by the committee, including contracting for specialized

12

services; and be it further

13

RESOLVED, That the select committee report its findings and

14

recommendations to the House of Representatives no later than

15

120 days following the adoption of this resolution.
