| A RESOLUTION |
| |
1 | Urging the President of the United States and the Congress of |
2 | the United States to ensure the incorporation of Federal and |
3 | State Buy American and Domestic Content clauses in any |
4 | publicly funded economic stimulus programs to maintain and |
5 | expand our nation's aging infrastructure, particularly in |
6 | Pennsylvania where manufacturing is a key driver to the |
7 | Commonwealth's economy. |
8 | WHEREAS, The United States is confronted with the most |
9 | serious economic downturn in decades, triggering increased |
10 | unemployment and accompanying painful economic hardship for |
11 | American companies, their workers and families, including |
12 | working families in Pennsylvania where the unemployment rate |
13 | continues to escalate; and |
14 | WHEREAS, Leaders of the National Governors Association (NGA), |
15 | the National Conference of State Legislatures (NCSL) and |
16 | numerous other national and state organizations have called on |
17 | the new administration and Congress to take immediate action to |
18 | reverse the economic crisis; and |

1 | WHEREAS, Congress intends to enact taxpayer-funded economic |
2 | recovery legislation for the President's signature as soon as |
3 | possible; and |
4 | WHEREAS, The economic recovery legislation is expected to |
5 | invest billions of taxpayer dollars through state block grants |
6 | and other funding mechanisms to initiate significant job |
7 | creation through massive public works investments by rebuilding |
8 | our nation's aging infrastructure, including roads and |
9 | accompanying guardrails, utility poles, rest areas, maintenance |
10 | buildings, highway bridges, energy pipelines, rail and air |
11 | transportation networks, electrical grid expansion, water and |
12 | sewerage improvements, environmentally friendly nonresidential |
13 | renovation, and new construction of state-of-the-art schools and |
14 | hospitals, as well as other vital infrastructure needs; and |
15 | WHEREAS, Modernizing and upgrading Pennsylvania's Statewide |
16 | infrastructure will improve the overall quality of life for all |
17 | Pennsylvania families, create significant new job opportunities |
18 | and economic growth, and help revitalize and promote the |
19 | Commonwealth's critically important manufacturing sector; and |
20 | WHEREAS, Pennsylvania's vital manufacturing industries are |
21 | huge consumers of goods and services, including health care, |
22 | education and training, electricity, natural gas and alternative |
23 | fuels, as well as advanced technologies to enhance |
24 | competitiveness and environmental quality; therefore be it |
25 | RESOLVED, That the House of Representatives recognize the |
26 | significant opportunities for economic growth in the |
27 | Commonwealth and urge the President of the United States and |
28 | members of the Congress of the United States to work |
29 | cooperatively to ensure that businesses located in the United |
30 | States, and domestic employees, be the primary beneficiaries of |

1 | economic-relief legislation by incorporating Federal and State |
2 | Buy American and Domestic Content requirements in any taxpayer- |
3 | funded economic recovery legislation; and be it further |
4 | RESOLVED, That a copy of this resolution be transmitted to |
5 | the President of the United States, the presiding officers of |
6 | each house of Congress and to each member of the Pennsylvania |
7 | Congressional Delegation. |
