| AN ACT |
| |
1 | Amending Title 75 (Vehicles) of the Pennsylvania Consolidated |
2 | Statutes, further providing for special license plates for | <-- |
3 | recipients of medals for military service and for exemption |
4 | of persons, entities and vehicles from fees providing for | <-- |
5 | special plates for recipients of Distinguished Service Cross, |
6 | Distinguished Flying Cross, Navy Cross or Air Force Cross. |
7 | The General Assembly of the Commonwealth of Pennsylvania |
8 | hereby enacts as follows: |
9 | Section 1. Sections 1345 and 1901(c) of Title 75 of the | <-- |
10 | Pennsylvania Consolidated Statutes are amended to read: |
11 | § 1345. Special plates for recipients of the Medal of Honor, |
12 | Distinguished Service Cross, Distinguished Flying |
13 | Cross, Navy Cross or Air Force Cross. |
14 | Upon application of any person who is a recipient of the |
15 | Medal of Honor, Distinguished Service Cross, Distinguished |
16 | Flying Cross, Navy Cross or Air Force Cross, the department |
17 | shall issue to such person a special registration plate |

1 | designating the vehicle so licensed as belonging to a person who |
2 | is a recipient of the Medal of Honor[.], Distinguished Service |
3 | Cross, Distinguished Flying Cross, Navy Cross or Air Force |
4 | Cross. The special registration plate may be used only on a |
5 | passenger car or truck with a registered gross weight of not |
6 | more than 10,000 pounds. The plate shall have a light blue |
7 | background interspersed with 13 white stars. The center of the |
8 | plate shall bear a golden bronze replica of the appropriate |
9 | medal. The initials of each recipient shall be embossed in red |
10 | to the left of the medal and the letters "CMH" (for |
11 | Congressional Medal of Honor), "DSC" (for Distinguished Service |
12 | Cross), "DFC" (for Distinguished Flying Cross), "NC" (for Navy |
13 | Cross) or "AFC" (for Air Force Cross) shall be embossed in red |
14 | to the right of the medal. |
15 | § 1901. Exemption of persons, entities and vehicles from fees. |

17 | (c) Processing fee in lieu of registration fee.--No |
18 | registration fee shall be charged for vehicles registered by any |
19 | of the following but the department shall charge a fee of $10 to |
20 | cover the costs of processing for issuing or renewing the |
21 | registration: |
22 | (1) Hospital. |
23 | (2) Humane society. |
24 | (3) Nonprofit youth center. |
25 | (4) American Red Cross. |
26 | (5) Church. |
27 | (6) Girl Scouts of America. |
28 | (7) Boy Scouts of America. |
29 | (8) Salvation Army. |
30 | (9) Duly chartered posts of national veterans' |

1 | organizations. |
2 | (10) Young Men's Christian Association. |
3 | (11) Young Men's Hebrew Association. |
4 | (12) Young Women's Christian Association. |
5 | (13) Young Women's Hebrew Association. |
6 | (14) Jewish Community Center. |
7 | (15) Nonprofit corporations of musical marching groups |
8 | of youths. |
9 | (16) Any person who is retired and receiving social |
10 | security or other pension and whose total annual income does |
11 | not exceed $19,200. Unless the retired person is physically |
12 | or mentally incapable of driving the vehicle, the retired |
13 | person shall be the principal driver of the vehicle but may |
14 | from time to time authorize another person to drive the |
15 | vehicle in his or her stead. |
16 | (17) Any veteran who lost a limb or eye or who became |
17 | partially paralyzed while serving in the armed forces of the |
18 | United States. |
19 | (18) A person who, as a member of the armed forces of |
20 | the United States, was captured by the enemy during World War |
21 | I, World War II, the Korean Emergency, the Vietnam Conflict |
22 | or in a future armed conflict for which the Department of |
23 | Defense authorizes a campaign medal. |
24 | (19) Any person who has been awarded the Congressional |
25 | Medal of Honor[.], Distinguished Service Cross, Distinguished |
26 | Flying Cross, Navy Cross or Air Force Cross. |
27 | (20) Nonprofit organizations which care for or otherwise |
28 | provide services for the elderly or the infirm. |
29 | (21) Nonprofit organizations which principally serve |
30 | mentally or physically handicapped or disabled persons. |

1 | (22) Nonprofit mobile aviation museum. |
2 | (23) Nonprofit corporations that provide ambulance or |
3 | emergency medical services. |

5 | Section 2. This act shall take effect in 60 days. |
6 | Section 1. Title 75 of the Pennsylvania Consolidated | <-- |
7 | Statutes is amended by adding a section to read: |
8 | § 1366. Special plates for recipients of Distinguished Service |
9 | Cross, Distinguished Flying Cross, Navy Cross or Air |
10 | Force Cross. |
11 | Upon application of any person who is a recipient of the |
12 | Distinguished Service Cross, Distinguished Flying Cross, Navy |
13 | Cross or Air Force Cross, accompanied by a fee of $10 which |
14 | shall be in addition to the annual registration fee and by such |
15 | documentation as the department shall require, the department |
16 | shall issue to the person a special registration plate |
17 | designating the vehicle so licensed as belonging to a person who |
18 | is a recipient of the Distinguished Service Cross, Distinguished |
19 | Flying Cross, Navy Cross or Air Force Cross. The special |
20 | registration plate may be used only on a passenger car or truck |
21 | with a registered gross weight of not more than 10,000 pounds. |
22 | Section 2. This act shall take effect in 120 days. |
