AN ACT

Making appropriations to the Trustees of the University of

2

Pennsylvania.

3

The General Assembly of the Commonwealth of Pennsylvania

4

hereby enacts as follows:

5

Section 1.  (a)  The following sums, or as much thereof as

6

may be necessary, are hereby appropriated to the Trustees of the

7

University of Pennsylvania for the fiscal year July 1, 2009, to

8

June 30, 2010, for the purposes and in the amounts as shown:

9

(1)  For veterinary activities.................    35,682,000

(2)  For Center for Infectious Disease.........     2,871,000

11

(1)  For veterinary activities.................    34,419,000

(b)  The sum of $226,000 $113,000 is hereby appropriated to

the Trustees of the University of Pennsylvania for the fiscal

14

year July 1, 2009, to June 30, 2010, for the general maintenance

15

of the University of Pennsylvania Museum and the purchase of

16

such apparatus and equipment as the trustees may deem necessary

17

for the best interest of the University of Pennsylvania Museum.

Section 2.  (a)  Payments to the University of Pennsylvania

on account of the appropriations for the items provided in

2

section 1(a) shall be made quarterly by the Secretary of

3

Education on the basis of costs during the fiscal year and shall

4

be conditioned on continuing authority for inclusion on the

5

Board of Trustees of the University of Pennsylvania of a minimum

6

of four persons who are not elected officials and who are

7

appointed by the President pro tempore of the Senate, the

8

Minority Leader of the Senate, the Speaker of the House of

9

Representatives and the Minority Leader of the House of

10

Representatives for terms of office coterminous with that of the

11

respective appointing authority; and shall be further

12

conditioned on these appointees receiving full voting rights as

13

members of the board of trustees.

(b)  The University of Pennsylvania shall provide full,

15

complete and accurate information as may be required by the

16

Department of Education or the chairman or the minority chairman

17

of the Appropriations Committee of the Senate or the chairman or

18

the minority chairman of the Appropriations Committee of the

19

House of Representatives.

20

(c)  The University of Pennsylvania shall report its revenues

21

and expenditures and present its financial statements in

22

accordance with generally accepted accounting principles and

23

procedures for educational institutions as set forth in the

24

"Higher Education Finance Manual (1975)" and the "Commonwealth

25

of Pennsylvania Budget Instructions for the State System of

26

Higher Education, State-Related Universities and Non-State-

27

Related Colleges and Universities."

(d)  The Trustees of the University of Pennsylvania shall

29

report on forms provided by the Department of Education to both

30

the chairman and minority chairman of the Appropriations

Committee of the Senate and the chairman and minority chairman

2

of the Appropriations Committee of the House of Representatives

3

by September 30, 2010, on how State-appropriated funds were

4

expended for fiscal year 2009-2010 to reduce the costs to

5

Pennsylvania resident students or to provide services to

6

Pennsylvania residents.

7

Section 3.  (a)  Payments to the University of Pennsylvania

8

Museum on account of the appropriation provided in section 1(b)

9

shall be made quarterly by the Executive Director of the

10

Pennsylvania Historical and Museum Commission.

11

(b)  The Trustees of the University of Pennsylvania shall

12

provide full, complete and accurate information as may be

13

required by the Pennsylvania Historical and Museum Commission or

14

the chairman or the minority chairman of the Appropriations

15

Committee of the Senate or the chairman or the minority chairman

16

of the Appropriations Committee of the House of Representatives.

Section 4.  This act shall take effect July 1, 2009, or

immediately, whichever is later.
