AN ACT

Amending the act of March 10, 1949 (P.L.30, No.14), entitled "An

2

act relating to the public school system, including certain

3

provisions applicable as well to private and parochial

4

schools; amending, revising, consolidating and changing the

5

laws relating thereto," further providing for the powers and

duties of the State Board of Education providing for world

7

language program.

The General Assembly of the Commonwealth of Pennsylvania

9

hereby enacts as follows:

Section 1.  Section 2603-B(a) of the act of March 10, 1949

<--

11

(P.L.30, No.14), known as the Public School Code of 1949, added

12

March 30, 1988 (P.L.321, No.43), is amended to read:

Section 2603-B.  Powers and Duties of the Board.--(a)  The

14

board shall have the power, and its duty shall be, to review the

15

statements of policy, standards, rules and regulations

16

formulated by the Council of Basic Education and the Council of

17

Higher Education, and adopt broad policies and principles, and

18

establish standards governing the educational program of the

19

Commonwealth. Standards under this subsection shall include the

development of a program for teaching world languages throughout

2

the elementary and secondary curricula. Nothing in this section

3

shall be construed as either requiring or precluding the

4

adoption, by the board, of world language standards which would

5

require a demonstration of proficiency as a graduation

6

requirement or participation of all students in a world language

7

program.

Section 1.  The act of March 10, 1949 (P.L.30, No.14), known

as the Public School Code of 1949, is amended by adding a

11

section to read:

Section 1522.1.  World Language Program.--The Department of

13

Education shall develop a program for teaching world languages

14

throughout the elementary and secondary curricula. The

15

department shall establish State standards for the world

16

language program and shall make such rules and regulations as

17

may be necessary to carry out the program.

Section 2.  This act shall take effect in 60 days.
