An Act amending Title 62 (Procurement) of the Pennsylvania Consolidated Statutes, in small and disadvantaged businesses, further providing for definitions, providing for authority to waive employee limit, for alternative certification, for contractor performance and general conditions, for mentor-protg program and for small business reserve program; establishing the Surety Bond Guarantee Program and the Surety Bond Guarantee Fund; and, in contracts for public works, further providing for contractors' and subcontractors' payment obligations.
