                             SUMMARY

  Proposes amendment to Oregon Constitution allowing income and
excise tax credits for educational expenses paid to or for
benefit of religion-based schools.
  Refers proposed amendment to people for their approval or
rejection at next regular general election.

                        JOINT RESOLUTION
Be It Resolved by the Legislative Assembly of the State of
  Oregon:
  PARAGRAPH 1. The Constitution of the State of Oregon is amended
by repealing section 5, Article I, and by adopting the following
new section 5 in lieu thereof:
   { +  SECTION 5. + }  { + An income or excise tax credit may be
allowed for educational expenses paid to or for the benefit of a
religion-based school or a nonsectarian school. Money may not be
drawn from the Treasury for the benefit of any religious or
theological institution or be appropriated for the payment of any
religious services in either house of the Legislative
Assembly. + }

  PARAGRAPH 2.  { + The amendment proposed by this resolution
shall be submitted to the people for their approval or rejection
at the next regular general election held throughout this
state. + }
