                 Senate Concurrent Resolution 20

  (Presession filed.)

  Whereas Ross H. Morgan passed away on August 30, 2009; and
  Whereas Ross H. Morgan arrived in Gresham with his parents
during the Great Depression and lived in Gresham nearly all of
his life; and
  Whereas Ross H. Morgan served as a radioman in the Navy during
World War II, flying with a torpedo squadron hunting German
submarines over the North Atlantic; and
  Whereas Ross H. Morgan began his career as public servant by
serving on the Gresham City Council; and
  Whereas Ross H. Morgan was elected to the Oregon House of
Representatives in 1960, serving on the Ways and Means Committee
and ultimately becoming chairman; and
  Whereas Ross H. Morgan, as a member of the House of
Representatives, introduced the seat belt law in 1963 and
procured the original funding to build Mt. Hood Community
College, for which he was named the school's first 'Patron
Saint'; and
  Whereas Ross H. Morgan was elected to the Oregon Senate in
1966; and
  Whereas Ross H. Morgan left the Senate in 1969 to become
administrator of the employment division for the State of Oregon
and was elected national president of the Interstate Conference
of Employment Security Agencies; and
  Whereas Ross H. Morgan later became an administrative law judge
and state chairman of the Employment Appeals Board; now,
therefore,

Be It Resolved by the Legislative Assembly of the State of
  Oregon:

  That we, the members of the Seventy-fifth Legislative Assembly,
in special legislative session assembled, express our gratitude
for Ross H. Morgan's service and contributions to this state; and
be it further
  Resolved, That a copy of this resolution be presented to the
children of Ross H. Morgan as an expression of our condolences.
