                             SUMMARY

brief statement of the essential features of the measure as
introduced.

  Directs Oregon University System to conduct feasibility study
on developing nursing school in Lebanon, Oregon.  Requires Oregon
University System to submit report to interim legislative
committees no later than October 1, 2014.
  Declares emergency, effective on passage.

                        A BILL FOR AN ACT
Relating to feasibility study of nursing school; and declaring an
  emergency.
Be It Enacted by the People of the State of Oregon:
  SECTION 1.  { + (1) The Oregon University System shall conduct
a study on the feasibility of developing a nursing school in
Lebanon, Oregon, that would be a joint venture between Oregon
State University, the College of Osteopathic Medicine of the
Pacific-Northwest and Samaritan Health Services. The study shall
include an analysis of:
  (a) The resources that are needed to create the nursing school;
  (b) Expected enrollment in the nursing school;
  (c) The financial viability of the nursing school; and
  (d) The degree to which the nursing school would help decrease
the current shortage of registered nurses in Oregon.
  (2) The Oregon University System shall submit a report on the
study described in subsection (1) of this section to the interim
legislative committees on health care no later than October 1,
2014. + }
  SECTION 2.  { + This 2013 Act being necessary for the immediate
preservation of the public peace, health and safety, an emergency
is declared to exist, and this 2013 Act takes effect on its
passage. + }
